@TaoDeChing-ls5gz ….If you’re referring solely to inventiveness, ingenuity & curiosity about the Natural World, few students of world history would argue with you (that those of European & East Asian heritage displayed an acute curiosity, and the drive to constantly “improve” existing systems)….
However, both Europe & East Asia, it can be argued, valued “individual” excellence & achievement over “community achievement & stability”….S. Americans tended to form very homogeneous, smaller, multi-generational homes & communities, where group dynamics were valued over those of the individual (and, as for Latin Americans “not forming proper cities,” I think the Incas & the Aztecs might beg to differ with you)….

My “information” comes from interviews with Spanish Republican leaders, interviews with Stalin aide, Sergei Asmonov (1930-1939) and from the lips of people who fought on the Republican side (in addition to significant research on the subject)….
In addition to providing the majority of arms used by the Republicans, Stalin provided over 1,000 Soviet tank crews & pilots, and over 300 Soviet military advisors (who rapidly moved to dominate Republican leadership)….One of the primary reasons for the Republicans swift demise after 1938 was due to the in-fighting between the Anarchists & Spanish Republicans, on one side and the Soviet-led faction, on the other….Stalin scaled back aid dramatically as Hitler’s armaments & pilots began taking an unaffordable toll—then ceased, entirely, when German feelers were first put out regarding what would become the Molotov-Ribbentrop Pact….
Though the question as to whether Stalin had specific “designs” on Spain as a “satellite” or not has never been definitively answered, most historians suggest that had the Soviet-German pact not occurred, Spain would likely have fallen into the Soviet sphere.
