I have so much respect for Ms. Jenkins! I commend her for her diligence and commitment to finding the answer for this extremely sad and tragic situation. As I have watched shows about this case, I believe the murderer is a Black American man who has an obsessive personality; possibly a skilled worker: i.e., an engineer; quiet; well groomed; and, he was probably known by others but never drew attention to himself. I would not be shocked if he helped search for the missing victims. Sadly, I think he was in plain sight but never detected so he freely killed simply because he could get away with it.
