He was a good tactician, but a mediocre strategist. His aggressive campaigns led to costly victories with little to show for it (and he couldn't recoup his losses), and his defeats tended to be disastrous. He bled the South white under the belief that he had unlimited resources, declaring he was "sending [his men] to God" by throwing them into a meat-grinder. He was a brutal slave-owner who spoke against civil rights for African-Americans after the war. He was mono-maniacal in his focus on Virginia, even as other key Confederate areas were being gobbled up around him and his cohorts pleaded for help that he refused to give. He was a good general, but one of the best in American history? Sorry, but the answer is no.
