  1. Russia knows that prisoner exchanges represent poor value because one side gets Ukrainian soldiers back and all the other side gets is Russians. I'm surprised with the low value that Russia puts on its soldiers that it isn't trying to negotiate a better deal like 10 for 1. 10 Russians for one Ukrainian prisoner sounds right given the state of the ruble, the state of the military, and the state of the state.
