  1. The Billions of Russian Funds frozen need to be accessed by Ukraine to provide repair of Russian damage. When Ukraine wins, Russia will have to pay reparations. It seems there is a compelling case for Ukraine to start drawing down on these funds, and the IMF should see that Ukraine is going to be in a very good position to pay back loans in the future. When Ukraine wins the war, it will be the go to tourist destination in the world because every one will want to shake Ukrainian hands and spend into their economy.
