As an experiment, why don't you take a wild guess as to which group is more likely to follow guidelines for protection against HIV transmission and remain compliant with medication: African immigrants or native-born citizens?

It fucks over the unskilled labor market due to increased supply and lower wages, but that's still a net profit if you're looking at GDP versus uncompensated expenses. For better or worse, GDP is the opioid of neolibs/cons and that's not about to change, and frankly 800M/yr is a drop in the bucket when you're an industry generating over 40B a quarter.
