Despite how many kanji there are, most single stroke mistakes won't make a difference. Writing with wrong stroke order is still readable... it pretty much is just writing with a foreigner's accent. If you aren't using a brush it's not even always clear which order you draw the strokes- if you're super careful with a pencil you could use a wrong stroke order and no one would be the wiser. But much like writing the English alphabet with a wrong stroke order, as you speed up and actually start writing things out- wrong stroke order starts to look more and more obvious.

Single stroke differences make a much bigger difference in English's Latin characters than Japanese... I think it's more likely for a whole radical to be wrong in Japanese than just one stray stroke. And that can actually change the meaning a decent amount of the time as it's just confusing one kanji with another... though it can create some fake kanji that look real. Single stroke differences don't do much though unless it changes a radical or something. But yeah, it's mostly about the overall shape in context anyway. If you're playing a video game or something with a pixel limit, stuff like 鷹 or 慶 just doesn't fit and has to get abbreviated... even on computers it looks pretty bad at normal font sizes.. I had a hard time looking up words I didn't know playing video games because the stroke number was a lie. But in context, anyone old enough to have learned those would know what the character was.
