  1. It certainly has issues. For one thing, having the (peer pressure for) convicting be that high means prosecutors are hesitant to take any cases at all that might be lost. This is why they are accused of being too easy on sexual assault offenses which might be he-said, she-said or circumstantial. And plenty of crime lives in the gray area of prosecutorial hesitancy. On the other hand, you're less likely to get charged with random bs. As a foreigner, they win even if they lose though, which is why foreigners need to be on best behavior when abroad. Don't even have to play the court game. They can just blacklist him from ever coming back into the country.
