Go check your covid timeline again. Trump was slow (globally he was average), but he was still faster than Democrats (and Republicans). Democrats were angry when he restricted travel from China, but pretty near everyone had a hissy fit when he restricted travel to Europe. Europeans were pissed too. Sure, if we had a perfect border and shut everything down immediately we could have stopped it. But he was still getting pushback for the relatively minor things he implemented weeks, maybe even months later until people realized it was actually quite serious.
