  1. Doesn't matter. This one is actually the dog whistle. He might briefly try to get it passed. It won't pass. He'll say he tried and do something else instead. Just an FYI- lots of countries around the world criminalize it including "good" countries like France, Germany, Spain, Italy, Taiwan and South Korea. The vast majority of people around the world lives in a place where you can't desecrate their flag legally- it's not just an axis of evil position or whatever, it's still the normal position. Allowing it is the abnormal position. It's better to not criminalize it- but it should matter. If you want to see the USA improved, find some other way to protest.
