  2. This is what happens where there are strict gun laws. Gun laws are extremely strict at schools. You "can't" have them, by law. Shooters take advantage.

  3. It doesn't. There's a lot of population. Just by plain population, there would need to be ~66 in the US to equal every 1 in Norway. But it does happen a lot. Because the media circus around it causes copycats. There's a high score table on wikipedia.
