  1. That's not what peer review is for. Peer review exists to enable other scientists to point out methodological issues - i.e. mistakes the researchers made. It is useless when the method is perfect and the data is completely made up. The only way to verify data is to repeat the experiment, and that costs just as much as doing the experiment the first time.
