  1.    Yeah, that's an issue. I can see why they thought it was a good idea (if it's illegal to hire outside a union, the union has much more leverage, so they can negotiate better terms) but in practice, it doesn't work well.

  3. Private-sector unions are less powerful than public-sector unions because members of private sector unions don't vote for the people they're negotiating against.
