Troops are scurred from countries close like Poland, Romania etc. They go as instructors or whatever but are not declared as troops. To operate these sofisticated weapons you need specialised people but also Intel. So the West is supplying all the Intel all the satellite images, all the awacs and 100% the engineers that control the firing systems. And yes everything is planned by NATO in Germany. One of the reasons why Zaluzhany was removed, because he was fed up of them telling the Ukrainians what to do and how to do it. So more than this I have no idea how Nato can be more involved
