Foreigners fighting in other countries doesn't mean they are mercenaries, Mercenaries are not part of the Army they instead join alongside the army, Foreign Volunteers,Foreign Legions, foreign units and foreigners joining other army are not mercenaries but where part of the army, different from the mercenaries
