@HossBlacksilver No lowest bidder. Here is a another example from the same period. Howard Hughes the renaissance man he was had a company that produced helicopters and produced the YOH-6 or Hughes Model 500 for the Army’s Lightweight Observation Helicopter or LOH program to replace the legendary OH-13 Sioux and less famous OH-23 Raven with a modern turbine helicopter. Hughes won the competition against Bell and Fairchild-Hiller because of he underbid the design deliberately (some say he even removed the cost of the engine to get the price he bid) and it was adopted as the OH-6 Cayuse. Because they were lowest bidder, Hughes couldn’t produce enough helicopters and so they reopened the competition later that decade leading to Bell to win with their OH-58 Kiowa design which was based on the YOH-4 “Ugly Duckling” which they submitted the first time and like its namesake was a now a beautiful swan that has only recently been retired from service.
