  2. Quiet from MGSV has an in-game reason for wearing a such a skimpy outfit. She was set on fire by Big Boss at the start of the game during a failed hospital hit and only survived because of an experimental treatment meaning she now breaths through her skin. Wearing anything more would lead to her suffocating to death.
