  3. You know in the military dogs are actually given one rank higher than their handlers so if someone abuses or mistreats the dog, they are guilty of assaulting a superior officer. Maybe police should do the same thing make police full-fledged law enforcement officers for the purposes of charging people who attack them with assault.
