  1. And I have to agree with that. Mostly because the conditions in our old mental institutions were appalling. We were still sterilizing people into the 1970s. And the original standard is in my book too broad. You could lump in people who weren’t taught to care for themselves properly with the insane maniacs who are actually violent.
