I think it was done because of the fact the Founding Fathers weren't natural-born American citizens so they made a loophole that you could run if you were a citizen at the time the Constitution was signed. I think the 14 years requirement came from that so there was a minimum standard for those exceptions to the natural born citizen requirement. That or you need people who are familiar with the political situation of the US and you can't be if you been gone for 14 years.

  2. 1942 was clearly put under the wartime exception which the Supreme Court ruled was constitutional at the time (the ruling was overturned in the 1970s).

  3. We have yet to actually set a precedent for that as nobody born in that situation successfully won the election. Some like Barry Goldwater (born in Arizona before it was admitted as a state), or John McCain (born in the Panama Canal Zone recognized as a US overseas territory at the time) have tried but we lack any precedent of if they can take the oval office or not.

  6. No legally he can't run as he wasn't born in the US in any capacity. Even John McCain when he ran was born on US soil.
