Nicola speech stated that the Scottish parliament will decide the time but that is not the legal right of the devolved government in Holyrood.The SNP with the greens help can only vote on a request for a referendum.If the SNP did try holding a referendum on there own and in a hypothetical scenario the Scottish electorate did vote for independence the EU Commission and the vast majority of EU members would not recognise it!So Nicola will as usual not be focused on education or drug addiction deaths but will be business as usual trying to get an other referendum!
