  4.  @kareemb.muhammad1471  the welfare programs were DICONTINUED IN 1992 by Bill Clinton. the weak men are now products of the baby mamas who have hordes of fatherless babies. 68% of ALL African Americans have no father. 67% of African Americans drop out of school in Philly. there's a connection but no one wants to acknowledge they need to stop having hordes of fatherless babies. it's a culture of immaturity and irresponsibility.
