  1. Why does who care? The law makers? Because modifying your bumpers does away with safety. If that truck rear ends me, they won't hit my bumper which is there to absorb the impact and not my body. I was rear-ended by someone with a lowered front end and they went under my bumper. Twenty four years later I'm still dealing with back issues because of it. Had he hit my bumper I probably wouldn't have even been hurt.
