Because like in WWII there are only select times that you can invade a shore by sea. For Taiwan it's Spring or August and this year is too late. Flashpoints are not mhoot. This act will be deliberate and China does not care about what the rest of the world thinks. With the collapse of the Chinese economy and the historical number of disasters, Xi Jinping and the CCP are facing a possible uprising of the Chinese people. The natural diversion is Taiwan.
