  15. Premium charges need to be assessed against EV users instead of the average taxpayers. It is the only fair way to do this transition. Just like higher insurance rates need to be assessed on EVs to account for the higher danger these cars pose simply because of their weight and proclivity to spontaneously combust. There's also the outrageous cost of repairs and service for EVs to consider.
