  2. Rare Earths processing is expensive and highly polluting but in order to corner the market on processed Rare Earths, China subsidized the industry, pricing everyone else out of business. So China now controls 95% of the World market of processed Rare Earths. With China undercutting the prices that the rest of the world has to charge, it's hard for anyone else to compete.
