  1. Any people who receive an automatic benefit from the Government that they don't need are free to donate it to a charity. For example, a rich person receiving a heating allowance can donate it to Age Concern or Help the Aged. It doesn't make any sense that a politician should make a rule that costs huge political capital and earns a minimal amount for the Revenue.
