I didn't think that a lot of immigrants were really bothered about getting a driving licence - not of their own, anyway. Also, many of them believe that taking out insurance is blasphemy. The fact that driving a car without a valid licence or insurance is a criminal offence is of no concern to the people who do this, as they know that (a) the police don't have time to check on them, and (b) they would have impunity under the law in any case.
