  1. It doesn't insinuate two-tier policing. It ILLUSTRATES it. I'm sure there are lots of laws that could have been used against the desecrators of our monuments - breach of the peace, threat to public order, vandalism, etc. Lawyers will know. It might be a good idea if NO foreign flags were allowed to be flown or carried in the UK, except at the Embassies of the foreign countries. Ignorance: I heard a young woman - early twenties, probably - assert on U-tube that during the Second World War, the British had not bombed German civilians!
