  1. The Rwanda arrangement: I can't see any advantage in this, as the agreement says that for every illegal immigrant we send to Rwanda we have to take in a vulnerable (what exactly does this mean?) Rwandan to Britain, so the numbers remain the same.

  2. Just a suggestion: Italy evacuates and rehouses all the natives of Lampedusa in Sicily or Italy. Italy then cedes Lampedusa to Tunisia. It is then no longer Italian or in the EU. I feel this would be cheaper than the alternatives.
