The vast majority of people 'with mental health issues' never intimidate or frighten other people with their behaviour. If someone is doing this in public, the question has to be asked if they are, in fact, in a treatment regime and have not taken the medication prescribed to them. Also, if such a person has taken a non-prescribed drug such as cannabis, their madness can be exacerbated. The other problem is that such a person may be armed. Other people don't know this at the time. The Councillor is speaking entirely hypothetically. The only facts we know are what was witnessed and experienced by the people in the carriage. There might be more money available for much-needed mental health services if the gigantically paid DIE (Diversity, Inclusion and Equity) police and pointless Administrators in the NHS were sacked immediately.
