  1. In our culture it is assumed that anyone going out in public with their face hidden is doing it for nefarious purposes - either they are committing a crime or they are intending to commit a crime.

  2. I presume that 'burka' really refers to 'niqab', which covers the face. The hijab covers the hair. The burka is the all-enveloping covering that women are forced to wear in Afghanistan. There is no mention in the Qu'ran of Muslim women having to cover their face. The injunction is that EVERYONE (men included) ought to dress modestly in public.
