  1. Some medics on the ground during the height of the HIV-AIDS epidemic, realised that many doctors were reporting deaths from various causes as death from AIDS. The reason for this was that the WHO gave the Institutions money for deaths from AIDS but nothing for deaths from TB, etc. which were more common.
