  1. The concept of human rights has been been brought into disrepute by its having been conflated with civil rights. Human rights are the right of a person - no matter how revolting - on the grounds that they are human. For example, they ought not to be tortured to death. Civil rights are negotiable, eg who should be allowed to vote? Enfranchisement, for example, is not a human right.
