  16. If a person is not responsible for his actions, he shouldn't be walking around, as he presents a danger to other people. He should either be in a psychiatric facility - I don't mean in close incarceration, it can be a civilised asylum in a pleasant setting, with locked gates - or if he is out and about he should be accompanied by a person who takes responsibility for him.
