Nick, yes we know that there are child- SA criminals in many contexts - the Churches, schools, youth Organisations, etc, the perpetrators being of all origins, but mainly indigenous white men.
However, the 'grooming gangs' we are talking about are different. The culture of these men accepts what they are doing as being perfectly normal and even desirable. This is manifested by the attitude to the accused exhibited by their families in Court - 'We love you dad!', shouted as the guilty appalling abuser of children is being taken down to the cells. And, when they are let out of prison after three or four years, they return to their community with no difficulty, and walk around freely, bunping into their victims who still live in the same town.
The culture within Pakistan where there men originate is particularly sexist, and their literal reading of the Qu'ran allows them to regard 'kufar' girls as inferior beings, and treat them as such. The question of age of their prey does not arise as (a) they genuinely believe that sex with a child is morally acceptable, and (b) they do not recognise British law as applying to them.
The clan system (buraderie) encourages collaboration in criminal acts, and inappropriate loyalties.
