  4. The text of 'The Telegraph' article contradicts the headline - as is often the case in newspapers. This proposal is not going to happen. Mad Lammy (born in Tottenham, north London) made a speech a few years ago to ingratiate himself with a constituency which he thought would help him. I think the fact that this is being mentioned at all shows a split in the Foreign Office.
