I can't blame the young man who was the last line of defence against Salman Abedi, and who was too hesitant and uncertain to act to stop him. He was most probably not paid very much. He was left on his own while everyone else was away getting something to eat (they needed to be on duty at that time), he had no support and appeara to have had very little training. He had also had 'do not be racist, above all, do not be Islamophobic' drummed into him, on pain of getting the sack.
