  1. Margaret Thatcher's policy of putting council housing into the property market was definitely a factor. The then tenants of council houses/flats were offered the opportunity to buy the property they were renting at a knock-down price. Everyone knew what the market price of the property would be - immediately, far less in the future. A person would have to have been a saint not to have taken advantage of this. These houses then became unaffordable for people who would otherwise have been qualifying for a council flat. Property rents follow price of houses. So people can't afford rents either. Immigration has held down wages. Boris Johnson's back-of-the-envelope scheme to allow people on benefits to have a mortgage is unsustainable.
