  5. What the Soviet Union used to do was to certify as insane anyone who was defined as a political dissident. They were put in psychiatric hospitals along with genuinely mentally ill people - sometimes people floridly schizophrenic - who were purposely not treated, in order to cause more distress to the politicals, who were inappropriately given psychoactive drugs.
