  1. 'Seek a negotiated settlement with other countries . . .' Angela Merkel tried this with what she assumed were refugees fleeing war-torn Syria. She thought there would be half a million people, and she would be able to get round a table with other European countries to agree on quotas of people to take in. It turned out there were over three million people, not all from Syria, and all the other central European countries closed their borders.
