  2. 1 Give anyone who has come into the country illegally NOTHING, except water. 2 Tow their boats back to Dunkirk and land them on the beach. If it costs £3,000 to get a place on a small boat, how many times could they afford to do this, if they were towed back to Dunkirk each time? Word would soon get around that it was not a good investment.
