  1. Towers are usually staffed based on operations by planes. There has to be enough activity to justify the tower. As this airport has flight schools I’m sure there is enough traffic to justify one. As a pilot myself I do appreciate a tower in busy airspace but during rural fly ins we have lots of traffic and it’s no issue normally
