Was flying down the Mississippi a few years ago in my plane and saw a train derail right next to the river , many cars were tankers. Trains use diesel which according to you I’m sure pollute the environment. Oil companies have absolutely no benefit to letting oil leak via fines, clean up costs and loss of product.

Oh and no real clue how to pay for it. Sorry, you can’t tax the rich enough for this.
