  5. In the Netherlands we don t do that. It cost money. Piority are always the cases you can earn money. To drive on a bike with no light, you have to pay 70 euro (80 dollar). To steal it, you get a punishment for 20 hours work. So, that why you can see 5 policeofficers together in the heat of the night, checking the bikes for light. No time to catch thieves, business comes first. You know.
