  1. They can if they decide to spend the infrastructure to build refineries. I don’t believe whatsoever that we can’t do that. We choose not to do that. It costs more money for people to purchase oil that they have to get from overseas and we choose to do the same.I think it’s to keep the prices. Because it cost money to make structure, but it charges us money to buy it. Which one would they prefer and that is the difference between a country that creates for the future or a country that drives based on getting the top dollar.
