Mary Norman I believe those are the reserves of processed oil in the form of Petroleum which are good enough for about 2 weeks of normal supply. Proven reserves refer to Crude below ground, yet to be extracted. Apologies if I am telling you what you already know.

@quirk8841 The strategic reserves are about 2 weeks worth of petroleum stored in tanks. Proven reserves are the untapped crude still to be drilled for and extracted. Your biggest drop in proven reserves was in 2019 when Trump pumped a record 13 million barrels a day.
