It depends what you're expecting in terms of requirements. If you want everything precisely defined at the start of a long project then you want waterfall, which is pretty much doomed to fail. If you're getting a small set of requirements from users, implementing them quickly, and then getting user feedback quickly and adjusting, that's agile, but almost nobody actually does agile. Most people end up just doing waterfall with more steps, call it agile, and then blame agile for the same problems that waterfall always had. For example if you deliver to product every 2 weeks but it doesn't go to users for months, or if you only talk to users up front and never during or after then that's not agile
