Here's the World Bank definition: "Indigenous Peoples are distinct social and cultural groups that share collective ancestral ties to the lands and natural resources where they live, occupy or from which they have been displaced." I agree that DNA gives a "good hint" but it's not a criteria. And now that Israel is established, their government can decide who should be a citizen, and in fact I think they are now using DNA tests as a back-up in some cases. The Arabs who've lived there for centuries do have a strong historical link, but it doesn't pre-date or supersede the Jewish link to the land. These Arabs could probably apply for citizenship of Israel on the basis of their historical link. There are many Jewish tribes who are now Muslim living in the Palestinian Territories, but for the Muslim community it's often shameful to know that your ancestors were Jews.  I doubt that there will ever be an Arab state next to Israel. My feeling is that Israel should extend sovereignty over all of the land and offer "residence status" to the Arabs. That way they get all of the "civil rights" of an Israeli citizen, but not national voting rights. They can live in autonomous Arab cities and communities. The Romans did take thousands of Jewish slaves to Europe. We know this because they helped build the Colosseum in 72AD. Of course there were many other reasons for Jews to end up all over Europe, mostly to escape persecution and to survive economically, but I just gave you that one example.
