  1. Repatriation is probably only possible for those who left unsafe countries due to civil war or invasion. Once the country is relatively safe again, some refugees are happy to accept repatriation in order to rejoin their communities and help rebuild their war-torn country. In the early 2000s I worked with Afghani refugees and some of them were happy to return to Afghanistan from Australia. No 'economic migrant' would ever accept voluntarily accept repatriation.
